Transform The system,
not the symptom.

Binaskil helps governments and organisations solve their most complex, persistent problems using systems thinking and Group Model Building to build strategy their own people own and deliver.

WHY STRATEGY FAIL ?

Most plans treat the symptom. The problem returns.

Strategic plans get written. Consultants come and go. Yet the hardest problems persist  because they are structural and the plans that address them are owned by the people who wrote them, not the people who must deliver them.

01    Symptomatic diagnosis

02    Fragmented mental models

03    Borrowed answers

Plans respond to visible events, not the structures and mental models that generate them. The fix relieves the symptom and the problem comes back, often stronger.

Every division holds a different, partial explanation. Without a way to integrate them, strategy becomes a negotiation between departments instead of a response to the system.

When analysis is done to an organisation rather than with it, the strategy belongs to the consultants. Execution stalls the moment they leave.

OUR APPROACH

We make the invisible structure visible.

Systems thinking treats persistent problems as the product of feedback structures loops that amplify or resist change. We surface those structures with your own leaders in the room, then turn the insight into a plan that can actually be delivered.

  • Systems thinking

  • Group Model Building

  • Delivery discipline

The Iceberg Model, causal loop diagrams, archetypes and leverage point analysis to diagnose structure, not symptoms.

Your team constructs the analysis under expert facilitation. Because they build it, they own it and they deliver it.

Structured, hypothesis-driven problem solving and our own delivery discipline turn strategy into targets, owners and routines.

THE METHOD

From a contested problem to an executable strategy  in eight modules.

We don't work to a fixed number of days. After scoping, we configure a proven eight module framework for your problem. Sequenced, deepened or extended as the challenge demands.

WHERE WE WORK?

One method. Every complex sector.

Systems thinking is sector-agnostic. The tools that map a national food system map a hospital's patient flow, a telecom's churn or a ministry's delivery chain. The content changes the rigour does not.

Yields, subsidies and supply chains locked in reinforcing loops of risk and dependence

Agriculture & Food

Transition pathways balancing cost, reliability and political feasibility

Energy

Patient flow, workforce capacity and demand that no single department controls

Healthcare

Risk, inclusion and incentive structures with long feedback delays

Finance

Education

Attainment gaps driven by structures far upstream of the classroom

Delivery chains where the gap between decision and front line is where strategy dies

Government & Policy

Telecomunications

Churn, coverage and trust dynamics that resist point solutions

Wherever a problem persists despite effort, there is a system to map

THE SYSTEMS
STRATEGY PROGRAMME

Our flagship engagement.

A consultation, not a package. We scope with your leadership, design the programme around your problem, then develop and validate a strategy your top management endorses at a structured Open Day.

The strategic document you need

A board ready five year plan, transformation roadmap or policy strategy. Validated by top management.

A clear line from action to impact

A theory of change and prioritised interventions that show any board or funder why the strategy will work.

A delivery plan that holds

Targets, owners, and delivery routines from our own delivery discipline - keeping execution on course after we leave.

An aligned team and a lasting capability

Leaders united around one shared model of the problem  and a team that has learned to solve complex problems this way.

SELECTED ENGAGEMENT

Systems transformation, applied across the sectors that shape a nation.

From building a country's food systems map to reforming how perishable goods clear its borders, Binaskil has taken complex, contested national challenges from structural diagnosis to strategies their owners can deliver. A selection follows:

Policy · National Transformation Strategy

The Food Systems Transformation of Malaysia

Challenge   :

Approach    :

Outcome     :

A national ambition to transform the food economy risked becoming a list of disconnected initiatives across competing mandates.

Binaskil facilitated leadership to define a shared aspiration, map the whole food system, prioritise high-leverage interventions and set a theory of change linking action to long-term impact

A coherent transformation direction owned across agencies connecting policy, delivery and measurable national outcomes.

Food Security · National Systems Mapping

Building the National Food Systems Map of Malaysia

Challenge   :

Approach    :

Outcome     :

Malaysia's food system spanned dozens of agencies, each holding a partial view  with no shared model of how production, trade, nutrition, and policy actually interact.

Binaskil facilitated senior officials across the food-security ministries through Group Model Building to construct the country's first integrated causal map of its food system.

A shared national reference model that reframes food security as a systems challenge - the foundation for coherent, cross-agency policy.

Public Sector · Capability Building

Building Government Food Security Experts and Internal Consultants

Challenge   :

Approach    :

Outcome     :

The Public Services Department needed lasting in-house capability to lead complex food-security work not continued dependence on external consultants

Binaskil designed and delivered a programme that developed serving officers into systems-thinking experts and internal consultants, learning the method by applying it to real national problems

A cohort of government practitioners able to facilitate systems transformation from within capability that stays in the public service.

Across Diverse Sectors

Healthcare · Food Law & Digital Advertising

Modernising food law for the digital marketplace

Challenge  :

Food and health-product marketing on social media and e-commerce had outgrown the law meant to govern it, leaving consumers exposed to unregulated advertising.

Approach  :

Facilitated regulators to map where the Food Act falls silent online, tracing the links between digital advertising, public health and enforcement

Outcome   :

A reform pathway protecting consumers and public health without holding back digital trade owned by those who must enforce it.

Supply Chain · Food Distribution

Food banks as a national supply-chain system

Challenge :

Surplus food was treated as waste to dispose of while distribution to those in need ran through fragmented, uncoordinated channels.

Approach :

Redesigned food bank management as a coordinated supply-chain and bioeconomy system, mapping the flows that convert surplus into nutrition and value.

Outcome  :

An operating model that turns disposal cost into circular value waste reduced, nutrition delivered, distribution coordinated.

Challenge   :

Approach    :

Outcome     :

Perishable goods lost value and safety while held at the border, as clearance processes weren't built for the speed fresh imports demand.

Worked with the Royal Malaysian Customs Department to map the end-to-end clearance system and the delays, hand-offs, and risks along it.

A redesigned clearance approach for perishables protecting food safety and revenue while cutting the delays that destroy value.

Border Security · Perishable Imports

Challenge   :

Approach    :

Outcome     :

Agricultural innovation was chronically under-funded, with no sustainable mechanism to pool industry and public resources behind it.

Modelled a levy based co-investment structure, mapping the incentives and feedback loops that would make industry and government invest together.

A financing model that channels a shared levy into agri-innovation aligning industry and public interest behind long-term capability.

"A strategy only becomes real when the people who must deliver it can see themselves in its logic. That is why we never hand organisations an answer - we build it with them, from the structure of their own system"
